If you starting with a weak club just improve your youth academy in your early seasons and sign lower than 50 rated (cuz they're so cheap) oldies first weeks of the season before they retired and the next season you have a couple of brand new young players. Generally players will retire after they get 35 years old but unfortunately you can't know he'll retire or not. Sign the oldies from different positions like gk, cf, am, dm, cb… because the new youth players' position will be exact same with the old ones. I mean if your rb retires a new rb comes from your academy. If your club is really so weak you can sign much more old players. Because if your squad rate is so low the youth ones will be ready to playing 11 for the next season anyway. Your squad value will be increase season by season. Keep improve your youth academy until improvements get so expensive. Improve your trainings too but academy first, it is much more important. And then sign an scout for 5m or 10m when you have enough money. After a bit while you'll don't need to do all of this. Just let one new player to come to your squad (optionally).

I still do the same old trick 1 signing similar level players as my teams strength but way younger and then the next season selling those youngsters to sign the same type of players but even better.
You need a few more seasons if you start with a very weak club but it still does its job the most important bad thing is that you start upgrading much your facilities at 3rd and 4th season but realistically you go from 3rd tier to 2nd then to 1st and finishing mid table to european competitions in your first season there so it goes way more smoothly than before and makes you play the game more as tou actually enjoy the progress and its not all about world domination
Its required to play most matches in your 1st season and a decent amount in the 1st division just to stay up or manage for a european spot
I noticed that even if you buy a 17yo that has potential of 70-85 it still goes for a very good amount of money you dont have to sign the known good youngsters to make hundreds of millions instantly
